If you want to bundle StrongHelp with a commercial application, then go right ahead and do so. You don't have to ask my permission, and you don't have to pay me anything. StrongHelp is a freeware product.
Even so, you should contact me; there might be a new version just around the corner, that you'd want to have in your distribution, or there might be something I can tweak to make it work better for you.

Don't hide !StrongHlp inside your application. Put it outside, and let the user deal with it.
Don't put your application manual inside the !Manuals directory. Put it inside your Resources directory instead, and launch it from within your own application
